Rarity is only half the story: items roll random stats when they are found, so a well-rolled Rare can be worth more than a poor Legendary. Fish are the same: every epic, legendary or mythic catch is minted with its exact length in centimetres and a randomly rolled consumable effect, so two specimens of the same species are never quite equal.
